Is Pope Francis Advocating for The Use Of Birth Control In The Catholic Church?

I am very sure Pope Francis is going to go down in history as the most controversial and vocal Pope the Catholic church has had.

It is an open secret that the use of birth control is not particularly accepted or encouraged by the Catholics, however, Pope Francis says they don't have to breed 'like rabbits' and should instead practice 'responsible parenting'.
According to the Daily Mail, Pope Francis says, while firmly upholding church teaching that bans contraception, there are plenty of church-approved ways to regulate births.

However, he went on to say that no outside institution should impose its views on regulating family size, blasting what he called the 'ideological colonization' of the developing world.

He cited an example of a woman he met who was pregnant with her 8th child after 7 Cesarean sections and said responsible parenthood requires that couples regulate the births of their children as church teaching allows.
